Article I: Name
Section 1:
The organization shall be known as CHIP Model United Nations, or ChipMUN.

Section 2:
The Executive Board of this organization shall be known as the Secretariat and/or the
Cabinet.
​
Article II: Purpose and Conference Protocol
Section 1:
ChipMUN shall seek to provide an educational and social opportunity for high school student participants to expand their knowledge of international affairs and global politics, including, but not limited to, the activities of the United Nations.
​
Section 2:
The main activity of ChipMUN shall be the organization and implementation of a Model United Nations conference at least once an academic year – preferably once a semester. This conference – officially known as the CHIP Model United Nations Conference – will be attended by organized high school groups within, but not limited to, the State of Michigan.

Section 3:
The conference shall simulate committees of the United Nations and/or various other international organizations. Committee delegates shall be comprised of high school students from various Model United Nations groups. Preapproved middle school students may attend ChipMUN, so long as they are accompanied by an attending high school delegation.
Section 4:
High school Model United Nations Delegations must be accompanied by a parent and/or faculty advisor. This chaperone will be liable for all attending students, their actions, and their personal belongings at the conference. Any damage to Central Michigan University property by attending students will be the fault of the parent or faculty chaperone for the high school delegation.
Section 5:
Each committee will be chaired by official ChipMUN staff. ChipMUN staff is reserved all rights to remove any student and or delegation from any or all committees for violating any ChipMUN and/or Central Michigan University policies.
Article III: Membership
Section 1:
Membership of ChipMUN is open to all Central Michigan University undergraduate and graduate students of all majors.
Section 2:
Membership of ChipMUN shall not be denied because of age, color, disability, gender, familial status, height, marital status, national origin, political persuasion, race, religion, sexual orientation, veteran status, or weight.

Section 3:
Up to 10% of ChipMUN members may be “volunteers.” This includes alumni or students from other universities who have previous experience with Model United Nations and/or ChipMUN.
Section 4:
Volunteers may hold the position of:

Chair;

Assistant Chair;
-
Any other position as deemed necessary by the Secretariat.
Article IV: Officers
Section 1:
The term of office for the Secretary General and Deputy Secretary General shall begin and end with elections each year.

Section 2:
The term of office for the remainder of the Secretariat shall begin at their hiring and end with the close of both conferences and the end of voting procedure.
​
Section 3:
A Secretariat member’s duties that extend beyond this term should be completed by the Secretariat member under the supervision of the new Secretary General.

Section 4:
Duties and responsibilities of each officer:

The Secretary General shall serve as the President of the organization by overseeing the planning and execution of the ChipMUN conferences, through the supervision of each ongoing project and each officer of the Secretariat.

The Deputy Secretary General shall serve as the Vice President of the organization by working closely with the Secretary General, as well as the rest of the Secretariat, in the supervision, planning, and execution of the preparation of each conference.

The Director of Finance shall serve as the Treasurer of the organization by managing the bank account, organization’s debit card, creating and distributing invoices for schools and all other financial duties discerned by the cabinet not explicitly stated.

The Director of Conference Communications shall initiate contact and maintain communication with potential high school delegations and all other external communicational duties discerned by the cabinet not explicitly stated.

The Director of University Outreach shall manage the organization’s relationship with Central Michigan University departments, including but not limited to, the CMU Admissions Department, College of Liberal Arts & Social Sciences (CLASS), and will be responsible for all other interdepartmental duties discerned by the cabinet not explicitly stated.

The Director of Committee Staff shall hire and train staff for conferences, educate staff on committee responsibilities and information, hold the responsibility of removing staff members at will and all other staffing duties discerned by the cabinet not explicitly stated.

The Director of Public Relations shall manage the organization’s social media profiles, the organization’s website, create promotional materials, take photos and video at the conference and all other duties discerned by the cabinet not explicitly stated.

The Director of Conference Research shall decide the topics for the ChipMUN conference committees, research and create background guides/topic briefs, and all other research duties discerned by the cabinet not explicitly stated.

The Director of Cabinet Communications shall maintain records of the cabinet communications, organize the ChipMUN google drive, distribute meeting minutes, are responsible for keeping track of ChipMUN legacy information, and all other internal communicational duties discerned by the cabinet not explicitly stated.

The Director of Community Outreach shall solicit monetary and asset donations, maintain sponsor relations, organize fundraising events, will collect and distribute participant bag materials, and all other donation duties discerned by the cabinet not explicitly stated.

The Director of Logistics shall organize and execute the reservations of rooms and/or university resources needed for the ChipMUN conference, and communicate with university staff to keynote speak during the ChipMUN conference, and all other logistical duties discerned by the cabinet not explicitly stated.

The Director of Educational Outreach shall promote Model United Nations to high schools within, but not limited to, the State of Michigan without a Model United Nations program by providing resources and support needed to found a delegation and all other educational duties discerned by the cabinet not explicitly stated.

The Secretariat reserves the right to create any Assistant/Co-Director position they deem necessary. The Assistant/Co-Director’s duties shall correlate with the responsibilities and position requirements of the corresponding Director.

Section 5:
The remainder of the membership shall consist of:

Chairs and Assistant Chairs for each conference committee;

Crisis Actors;
-
Conference Services Staff; and/or
-
Any other positions deemed necessary by the Secretariat.

Section 6:
Duties and responsibilities of each staff:

The Chairs and Assistant Chairs shall lead committee debate during the conference, aid in grading the participants’ position papers for their assigned committee, may join and serve on a Secretariat Ad-Hoc Committee, and any other duties discerned by the Committee Staff Director or the Secretariat if appropriate.

Crisis Actors shall be prepared to perform any roles they are asked to perform for crisis simulations, shall be educated on all crisis committee topics, and any other duties discerned by the Committee Staff Director or the Secretariat if appropriate.

Conference Services Staff shall provide assistance prior to and during the conference – including, but not limited to, acting as pages, printing documents, assisting with conference operations, and any other duties discerned by the Logistics Director or the Secretariat if appropriate.

Section 7:
Any Secretariat member may delegate a specific task or duty for a set period of time to another Secretariat member as long as both members agree to the terms put forth. The Secretary General or Deputy Secretary General must be made aware and approve of this task delegation.

Section 8:
Any Secretariat member may delegate a specific task or duty for a set period of time to any Staff member. If the purpose of this task or duty is questioned by the Staff member, the Secretary General or Deputy Secretary General will deem its appropriateness.
Article V: Elections
Section 1:
The Secretary General and Deputy Secretary General shall be elected by a simple majority vote immediately upon adjournment of the spring conference.
Section 2:
The election of the Secretary General shall occur first, immediately followed by the election of the Deputy Secretary General.
Section 3:
Candidates for Secretary General and Deputy Secretary General must be nominated from the current cabinet, staff or have previously served in ChipMUN in some capacity.
Section 4:
Candidates for the Secretariat must be current Central Michigan University undergraduate/graduate students.
Section 5:
An interview process conducted by the newly elected Secretary General and/or Deputy Secretary General shall select the remaining members of the Secretariat.

Section 6:
Elections shall be a closed-door event. The Secretariat reserves the right to prohibit the attendance or voting privileges of any staff member for any reason deemed appropriate.

Section 7:
Voting Procedures:

A vote shall only be counted if the person is a member of the Secretariat or Staff and has participated in the spring ChipMUN conference.

All candidates must be nominated and seconded by another member.

Following the nominations of all candidates for the position up for election, the nominees shall leave the room and return one-by-one to deliver their candidacy speeches.

The limits on debate shall be voted on by the members prior to the candidacy speeches and will be announced to the nominees, including: the speaking time, point of inquiry, and moderated debate time for each candidate.

All candidates nominated for a position will not be present for the debate or the voting procedure of said position.

Voting procedure will be moderated by the Graduate or Faculty Advisor. In their absence, the group may choose an out-going Secretariat/staff member by simple majority to moderate the election. The individual moderating the voting procedures cannot partake in voting and should remain neutral throughout the group debate.

Votes shall be tallied by the moderator. The voting method will be mutually agreed upon by the group. If the group does not come to a consensus, the moderator will choose the method of voting.

Every member present is required to vote for one of the nominated candidates.

During elections, members who believe they have a conflict of interest with the nominate candidates, shall be responsible for removing themselves from debate or voting procedure.

The final vote count will be kept confidential.

In the event that no candidate takes majority of an election, there will be a run-off vote with the top two candidates.

In the event that the run-off vote has no majority, the moderator shall act as the tie-breaker unannounced to the group.
